Internal, closed, and open testing
Internal testing serves a small trusted group; closed testing controls a selected audience; open testing is public. New personal accounts subject to the testing requirement need production access before open testing. Check your own account and app in Play Console.
Testing is a process, not a promise of approval. Google determines production eligibility and approval. Publication is a separate step.
